Our 2025/26 financial year rates notices will start hitting your email inboxes and/or letter boxes in the coming days. 

Our rates notices now feature a structure that distinguishes between Council-generated rates and charges and those issued by the State Government.

The Emergency Services and Volunteers Fund (ESVF) now applies to all rate payers across the State. To read more about the ESVF click on the following link: Emergency services and volunteers fund | State Revenue Office

Whilst our Councillors stand with our community and oppose the ESVF, it is important to note that if a ratepayer pays less than the full amount owed for a council’s rates, charges, and the Levy, the council must proportionally allocate part of the payment toward the Levy. This is required even if the ratepayer has stated that they do not wish to pay any portion of the Levy.

Consequently, withholding payment of the ESVF primarily affects council cashflow, service delivery, and the broader community.

If you wish to lodge an objection to any of the valuations shown on the front of your rates notice, you may do so on the prescribed form at ratingvaluationobjections.vic.gov.au within two months after the notice is served.

Note: Lodging an objection or appeal does not prevent the recovery of Council Rates, charges or State Government levies or the charging of interest. 

Under Section 184 of the Local Government Act 1989, a person who is aggrieved by a rate or charge, may appeal to the County Court within 60 days after first receiving written notice of the rate or charge.

Under Section 183 of the Local Government Act 1989, property owners may submit an application to the Victorian Civil & Administrative Tribunal (VCAT) within 60 days of receiving the notice, for a review of the differential rate classification of their land.
